N.Y. Comp. Codes R. & Regs. Tit. 10 § 441.334 - Unit of service
(a) A unit of
measure, often commonly accepted for determining average cost, time or
efficiency, thus making possible:
(1)
comparisons of one operation with another or with the same operation in a
preceding period; and
(2) estimates
of future operations.
(b) Synonymous with standard unit of
measure.
