N.Y. Comp. Codes R. & Regs. Tit. 10 § 5-6.2 - Distribution of bottled or bulk water
No person shall sell, offer for sale or deliver bottled or bulk water for human consumption, food preparation or culinary purposes unless certified by the commissioner in accordance with the requirements of this Subpart.
