N.Y. Comp. Codes R. & Regs. Tit. 10 § 76.2 - Definitions
As used in this Part, the following words and terms have the indicated meanings:
(a)
Commissioner means the State Commissioner of Health.
(b) Department means the State Department of
Health.
(c) Person means any
statutory or legal entity recognized in New York State law.
