N.Y. Comp. Codes R. & Regs. Tit. 10 § 88-1.2 - Priority of admissions
Preference in admission shall be given to those cases most in need of the type of service the institution can provide; otherwise, so far as practicable, patients shall be admitted within priority categories established by each disability center chief. Admissions of nonresidents shall be made so as not to deny significantly postpone the admission or care at the hospital of residents of New York.
