N.Y. Comp. Codes R. & Regs. Tit. 12 § 327.7 - Decision
The decision of two members of the hospital arbitration committee shall constitute the decision of the committee and shall be binding upon the parties; and if only two members are present at the time and place of hearing, their joint decision shall constitute the decision of the committee.
