N.Y. Comp. Codes R. & Regs. Tit. 17 § 182.13 - Hitchhiking
Soliciting rides within the parkway system, commonly known as "hitchhiking", is prohibited. Waiting within the parkway system for the purpose of "hitchhiking" or participating in a "car pool", or as part of a demonstration or protest, or for any other purpose, is prohibited.
