N.Y. Comp. Codes R. & Regs. Tit. 17 § 182.27 - Parking, standing or stopping

(a) Parking, standing or stopping is prohibited within the parkway system, except in areas designated by the authority or except in cases of emergency. In cases of emergency, vehicles may be parked, stopped or standing on the shoulders or on the grass area to the right of the laned roadways facing the direction of travel, with all wheels and any projecting part of such vehicle, including the load thereon, completely clear of the laned roadway.
(b) Vehicles illegally parked, disabled or abandoned within the parkway system may be towed off the parkway system and impounded. Such vehicles may not be removed from the designated storage area until after the payment of towing, storage and other authorized charges.
