N.Y. Comp. Codes R. & Regs. Tit. 17 § 182.37 - Towing
Emergency service and towing vehicles are allowed to enter upon and operate within the parkway system in direct response to calls for assistance. When responding to a service call, such vehicles shall enter the parkway system at the entrance nearest to the disabled vehicle and shall leave at the nearest exit.
