N.Y. Comp. Codes R. & Regs. Tit. 17 § 182.38 - Traffic direction
No vehicle shall be operated, backed, pushed or otherwise caused to move in a direction which is against the normal flow of traffic on any travel lane, shoulder or other roadway within the parkway system.
