N.Y. Comp. Codes R. & Regs. Tit. 17 § 182.42 - Use of parkway lands
The entering upon, or the occupancy of any lands, including any structure, facility or dwelling house thereon, is prohibited except for photography as provided in this Part, unless expressly authorized in an agreement with the department.
