N.Y. Comp. Codes R. & Regs. Tit. 21 § 2602.8 - Financing of planning and design costs
(a) CWSRF assistance may be provided for
project planning costs prior to completion of that planning. Planning costs may
also be included as allowable costs for purposes of CWSRF assistance for any
subsequent portion of the project.
(b) CWSRF assistance may be provided for
project design costs prior to the initiation of such design.
