N.Y. Comp. Codes R. & Regs. Tit. 21 § 300.2 - Use of bridge conditional

The use of the said bridge and its approaches by any vehicle, pedestrian or other form of traffic shall be deemed to be conditioned upon the observance of the rules and regulations in this Chapter, or any rules and regulations hereafter promulgated by the authority or pursuant to its authority; all rights, privileges, licenses and permits, express or implied for the use of said bridge by any vehicle, pedestrian or other form of traffic heretofore or hereafter granted by the authority or pursuant to its authority shall be and shall be deemed to be revocable; and each such right, privilege, license or permit shall, at the option of the authority or its duly authorized representative be and be deemed to be revoked and cancelled by and upon the breach of any such rules and regulations or of the violation, while in or upon the said bridge or its approaches, of any applicable laws or ordinances.
