N.Y. Comp. Codes R. & Regs. Tit. 21 § 302.1 - Types of traffic excluded
The following types of vehicles are likely to cause undue delay or interference with other traffic or to endanger persons or property or render the use of the bridge unsafe and they shall not be allowed in or upon the bridge or its approaches:
(a)
Vehicles with persons standing on the outside thereof, or trucks with persons
sitting on the rear with feet dangling.
(b) Vehicles having flat tires.
(c) Vehicles in charge of incompetent or
intoxicated drivers.
(d) Motor
vehicles, trailers or semitrailers with metal tires.
(e) Vehicles loaded with garbage, loose hay,
straw, or similar material not efficiently covered.
(f) Vehicles loaded with animals or poultry
not properly confined.
(g) Vehicles
overloaded to such an extent that the means of propulsion are
insufficient.
(h) Vehicles with
inadequate brakes.
(i) Tank trucks
with leaky spigots.
(j) Omnibuses
with passengers standing between the driver and the front entrance door or so
located as to obstruct the view of the driver either to the front or
sides.
(k) Other vehicles which, in
the judgment of the manager, are likely to endanger persons or property, or
render the use of the bridge unsafe.
(l) Pedestrians and baby carriages are
permitted upon the sidewalks and bicycles and other velocipedes may be wheeled
but not ridden upon sidewalks.
