N.Y. Comp. Codes R. & Regs. Tit. 21 § 302.2 - Payment of tolls
No traffic shall be permitted to cross the bridge except upon the payment of such tolls and other charges as may from time to time be prescribed by the authority. It is unlawful for any person to refuse to pay, or to evade or attempt to evade the payment of such tolls or other charges.
