N.Y. Comp. Codes R. & Regs. Tit. 21 § 302.3 - Operation of vehicles
No vehicle shall be operated carelessly or negligently, or in disregard of the rights or safety of others, or without due caution and circumspection, or in a manner so as to endanger unreasonably or to be likely to endanger unreasonably persons or property, or while the operator is under the influence of intoxicating liquors or any narcotic or habit-forming drug, nor shall any vehicle be so constructed, equipped or loaded as to endanger unreasonably, or to be likely to endanger unreasonably, persons or property.
