N.Y. Comp. Codes R. & Regs. Tit. 21 § 650.3 - Rules of commission to control in case of conflict
The rules and regulations of the commission are supplemental to the laws, rules and regulations of the States of New York and Vermont, except where they are in conflict and in such case the rules and regulations of the commission shall control.
