N.Y. Comp. Codes R. & Regs. Tit. 21 § 7000.6 - Conflict of interest
A trustee with a past or present affiliation with an applicant (including employee, officer, director, trustee, counsel or business relationship) for distribution of funds shall declare such affiliation to the trustees, and that trustees shall not participate in a vote on any matter relating directly to such applicant.
