N.Y. Comp. Codes R. & Regs. Tit. 21 § 751.7 - Civil penalties
(a) Any
violation of these rules shall subject the respondent to a civil penalty not to
exceed $500, which maybe recovered in a proceeding before the Office of
Administrative Trials and Hearings/Environmental Control Board pursuant to
chapter 21, section 533(a)(9-b) of the New York City Charter. Such proceedings
will be commenced by the service of a civil summons returnable to the
Environmental Control Board in accordance with such section. The Office of
Administrative Trials and Hearings/Environmental Control Board may impose the
penalties in the following table below for violations of the trust's
rules.

Default penalty shall mean the penalty for failure to appear
at a hearing or respond to a summons, as applicable, which penalty is imposed
by the Office of Administrative Trials and Hearings/Environmental Control Board
acting pursuant to and in accordance with chapter 45-A of the New York City
Charter, section 1049-a(d)(1)(d).
