N.Y. Comp. Codes R. & Regs. Tit. 22 § 82.1 - Chief Judge's Administrative Delegation Number 3

(a) Pursuant to article VI, section 28(b), of the State Constitution, and further to the delegation of authority to the Chief Administrator of the Courts in Administrative Delegations Numbers 1 and 2 (Parts 80 and 81 of this Title), the Chief Administrator of the Courts, in consultation with the Presiding Justices of the Appellate Divisions, and with the approval of the Chief Judge, may designate a first deputy chief administrator for the courts.
(b) The first deputy chief administrator shall serve at the pleasure of the Chief Judge and Chief Administrator and, at the direction of the Chief Administrator, shall supervise the administration and operation of the trial-level courts and management support functions of the Unified Court System in accordance with and subject to the standards and administrative policies promulgated by the Chief Judge and the policies, rules, orders and directives of the Chief Judge and Chief Administrator.
(c) In exercising this authority, the first deputy chief administrator may exercise and perform any of the powers and duties of the Chief Administrator.
