N.Y. Comp. Codes R. & Regs. Tit. 9 § 506.4 - Price of materials
Emergency materials, supplies and equipment purchased in the name of the State from a vendor shall be bought at prices not in excess of that vendor's prices effective in the territory of the local director immediately prior to attack.
