N.Y. Comp. Codes R. & Regs. Tit. 9 § 506.7 - Supplies furnished until facilities restored and financial status established

The emergency materials, supplies, equipment and facilities acquired pursuant to this Part, shall be furnished free to all persons who are in need thereof, because of the attack, without regard to ability to pay, until a local director furnishing the same determines, with the approval of the State director, or the State director on his own initiative determines with respect to one or more types of materials, supplies, equipment or facilities:

(a) that a sufficient number of local retail supply establishments are open for business and fully functioning; and
(b) that it is practicable to establish the financial status of such persons. Thereafter local public welfare officials in the territory of said local director, shall furnish the necessities of life to financially needy persons only, as defense emergency aid under section 25-a of the Defense Emergency Act.
