N.Y. Comp. Codes R. & Regs. Tit. 9 § 508.4 - Policy

Defense emergency aid shall be administered in conformity with the plans and regulations of the State Civil Defense Commission. During the acute emergency period following attack, it is anticipated that due to widespread destruction and disruption of the economy, defense emergency aid will need to be administered in kind on a mass care basis. As soon as local conditions permit, each local social services commissioner will begin to phase out mass care an to furnish defense emergency aid in kind or as emergency financial assistance by order, cash or check. An emergency financial assistance program can be instituted when conditions permit:

(a) the reestablishment of a viable money economy;
(b) an individual application and interview process; and
(c) a sufficient number of local retail establishments to be open and functioning.
