N.Y. Comp. Codes R. & Regs. Tit. 9 § 7612.4 - Hair
(a) All prisoners
shall be permitted to adopt hair styles, including facial hair styles of any
length, which in the opinion of the department does not constitute a threat to
the safety, security or good order of a facility.
(b) When in the opinion of the chief
administrative officer, the growth or removal of a prisoner's hair, including
facial hair, creates an identification problem, a new photograph may be taken
of that prisoner at facility expense.
(c) There shall be hair care services
available to prisoners which comply with applicable health requirements. Hair
equipment shall be stored securely when not in use.
