N.Y. Comp. Codes R. & Regs. Tit. 21§ 650.1 - Use of bridges conditional

The use of the bridges by any vehicle, pedestrian or other form of traffic shall be, and shall be deemed to be, conditioned upon payment of the prescribed tolls and upon the observance of the rules and regulations set forth in this Chapter; all rights, privileges, licenses and permits, expressed or implied, for the use of said bridges by any vehicle, pedestrian or other form of traffic, granted by the commission, shall be, and shall be deemed to be revocable; and each such right, privilege, license or permit shall at the option of the commission be, and be deemed to be, revoked and cancelled by and upon the breach of any rule or regulation or of the violation while in or upon the said bridges of any applicable laws or ordinances. Vehicles violating any of the rules and regulations set forth in this Chapter, as well as other vehicles owned or operated by the owner and/or operator of such vehicle, may be excluded from the bridges, permanently or for a specified time.
