Ohio Admin. Code 3301-35-02 - Governance, leadership, and strategic planning
(A)
The board of
education of a school district or the governing authority of a chartered
nonpublic school, or the board's or authority's designee, shall, in
consultation with stakeholders, develop and communicate the school district's
or governing authority's vision, mission, guiding principles, priorities, and
strategies for addressing stakeholder needs, especially those of students. To
assure that the school district or school operates as a successful teaching and
learning organization, the board, superintendent, treasurer, faculty, and staff
should serve as positive role models, reinforce best practices and provide
strong leadership. The board of education or the governing authority of a
chartered nonpublic school shall be responsible for developing policies
governing the school district or school operations and educational programs,
which are consistent with applicable local, state, and federal law and
regulations.
(B)
For the proper governance, leadership, organization,
administration, and supervision of a school district or school, a board of
education of a school district or the governing authority of a chartered
nonpublic school, or the board's or authority's designee, may, in consultation
with stakeholders and after engaging in strategic planning, implement a
strategic plan that guides the school district or school and key stakeholders
in the ongoing measurement of school district or school performance to ensure
continuous improvement is being made.
