(1) The
organizer shall maintain an accurate count of persons attending the outdoor
mass gathering and shall provide adequate security arrangements to limit
further admissions to the outdoor mass gathering when the anticipated number of
persons have been admitted.
(2) The
organizer shall secure a written statement from the chief law enforcement
officer of the county in which the outdoor mass gathering is to take place that
arrangements for security and the orderly flow of traffic to and from the
outdoor mass gathering complies with state and local laws, ordinances, and
regulations, and is satisfactory with respect to anticipated crowds and
location of the outdoor mass gathering.
