25 Pa. Code § 273.501 - Scope
(a) A person or
municipality that operates a municipal waste landfill shall comply with the
applicable requirements of this subchapter if the person or municipality
receives special handling or residual waste at the facility.
(b) The requirements of this subchapter are
in addition to the operating requirements in Subchapter C (relating to
operating requirements).
(c)
Special handling and residual waste may not be received at a municipal waste
landfill unless:
(1) The Department has
expressly approved an application for the disposal of the specific waste
submitted under Subchapter D (relating to additional application requirements
for special handling and residual wastes).
(2) The waste is received in accordance with
the terms and conditions of the permit, the requirements of this chapter, the
act and the environmental protection acts.
(3) The waste is compatible with the liner
system.
(4) The waste is compatible
with other wastes disposed at the facility.
(5) The leachate generated by the disposed
waste can be adequately treated by the leachate treatment facility.
(6) The physical characteristics of the waste
will not cause or contribute to structural instability or other operation
problems at the site.
