25 Pa. Code § 289.261 - General requirements
(a) A
person or municipality that operates a residual waste disposal impoundment
shall install, operate and maintain a monitoring system that can detect the
entry of solid waste, solid waste constituents, leachate, contaminants,
degradation or constituents of decomposition into the ground or surface water.
The monitoring system shall comply with this section and §§
289.262-289.268.
(b) A person may
not construct, install or use a monitoring system for a residual waste disposal
impoundment until that system has first been approved by the Department in
writing.
