4 Pa. Code § 258.1 - Council on Drug and Alcohol Abuse
(a)
The Council will serve as the central coordinating agency for all drug and
alcohol programs. It will supervise the delivery or funding of drug or alcohol
prevention, intervention, and treatment services by all other State agencies.
As such, the Council will be the policy planning agency for the drug and
alcohol programs of the Commonwealth.
(b) The Council will coordinate those
functions allocated to other agencies through two administrative procedures.
Each agency shall present a plan to the Council detailing the process for
implementing its functions. No agency may issue a grant or enter into a
contract for drug or alcohol prevention, intervention, or treatment services
without the approval of the Council.
