58 Pa. Code § 63.44 - Illegal baitfish
It is unlawful for a person to use or possess Goldfish (Carassius auratus), Comets (Carassius auratus), Koi (Cyprinus carpio) and Common carp (Cyprinus carpio) as baitfish while fishing.
