S.C. Code Regs. § 19-470.5 - Council Officers
(a) The Council
shall elect from its appointed members, a chairman, a vice-chairman and a
secretary.
(b) Election of officers
shall occur during the first meeting of each calendar year. All elected
officers shall assume office upon adjournment of the meeting at which the
election occurs.
(c) The duties of
each officer shall be as follows:
(1)
Chairman-Preside over all meetings of the Council, call special meetings as the
need may arise, authenticate by signature all licenses, resolutions, documents
and other instruments of Council and perform such other duties as may fall
within the jurisdiction of the office;
(2) Vice-chairman-Function as chairman in the
absence of the chairman and perform such other duties as may fall within the
jurisdiction of the office; and,
(3) Secretary-Function as chairman in the
absence of the chairman and vice-chairman, swear in all witnesses for hearings
conducted by Council and perform such other duties as may fall within the
jurisdiction of the office.
(d) All officers shall serve for a period of
one year or until their successors are elected.
(e) Vacancies occurring in any officers
position shall be filled in the following manner.
(1) If, during the course of any unexpired
term, the office of chairman is vacated, the vice-chairman shall, immediately
and without any further action of Council, be named chairman and continue in
that capacity until the next regular election.
(2) If, during the course of an unexpired
term, the office of vice-chairman or secretary is vacated, the Council shall
fill the vacancy by election during its next official meeting. The elected
member shall assume office immediately and continue in that capacity until the
next regular election.
