(1) Applicability.
The provisions of this rule shall apply to the following affected facilities
commenced on or after April 21, 1976 in secondary lead smelters: pot furnaces
of more than 250 kg (550 lb) charging capacity, blast (cupola) furnaces, and
reverberatory furnaces.
(2)
Definitions.
(a) "Reverberatory furnace"
includes the following types of reverberatory furnaces: stationary, rotating,
rocking and tilting.
(b) "Secondary
lead smelter" means any facility producing lead from a lead-bearing scrap
material by smelting to the metallic form.
(c) "Lead" means elemental lead or alloys in
which the predominant component is lead.
(3) Standards for particulate matter and
opacity:
(a) On and after the date on which
the performance test required to be conducted by paragraph .01(5) of this
chapter is completed, no owner or operator subject to the provisions of this
rule shall discharge or cause the discharge into the atmosphere from a blast
(cupola) or reverberatory furnace any gases which:
1. Contain particulate matter in excess of 50
mg/dscm (0.022 gr/dscf).
2. Exhibit
twenty (20) percent opacity or greater.
(b) On and after the date on which the
performance test required to be conducted by paragraph .01(5) of this chapter
is completed, no owner or operator subject to the provisions of this rule shall
discharge or cause the discharge into the atmosphere from any pot furnace any
gases which exhibit ten (10) percent opacity or greater.
(4) Test methods and procedures:
For determining of the concentration of particulate matter
and associated moisture content, the sampling time for each run shall be at
least sixty (60) minutes and the sampling rate shall be at least 0.9 dscm/hr
(0.53 dscf/min) except that shorter sampling times, when necessitated by
process variables or other factors, may be approved by the Technical Secretary.
Particulate sampling shall be conducted during representative periods of
furnace operation, including charging and tapping.
