22 Tex. Admin. Code § 505.9 - Order of Business
(a) The
executive director, in conjunction with the presiding officer, shall prepare a
written agenda for each board meeting and distribute a copy of the agenda to
each board member.
(b) Any board
member may place an item on the board's agenda by written request to the
presiding officer at least 20 days before the next board meeting.
(c) Conduct of board meetings shall be guided
by Robert's Rules of Order, except that no board action shall be invalidated by
reason of failure to comply with those rules.
(d) Except for board enforcement actions,
disciplinary actions and investigations, any person may request an appearance
before the board for the purpose of making a presentation on a matter under the
board's jurisdiction. The presiding officer may deny a request to appear based
on time constraints or other reasons which, in the presiding officer's opinion,
warrant such denial. When practicable, a specific date and time to appear shall
be set by the presiding officer, and a time limit may also be imposed. The
person requesting the appearance should state in writing in reasonable detail
the request to be made of the board and the estimated time needed.
