31 Tex. Admin. Code § 371.30 - Pre-Application Conferences

The Applicant must schedule an appointment and participate in a pre-application conference to be held in person or by teleconference to discuss the eligibility of the project and of the Applicant for financial assistance; the general, engineering, environmental, fiscal, and legal requirements of an application; and to assist the Applicant in completing an application. The following individuals should participate in the conference: a member of the governing body of the Applicant; the consulting engineer; and the financial advisor.
