34 Tex. Admin. Code § 101.12 - Provisional Licensing

(a) The Board may issue a provisional license to an applicant currently licensed in another jurisdiction who seeks a license in this state and who:
(1) In conjunction with the application for provisional licensure, has submitted an application for licensure by examination or licensure by credentials on the appropriate form promulgated by the Board; and
(2) Meets the requirements of Texas Occupations Code section 256.1013.
(b) As provided by Texas Occupations Code section 256.1013, an applicant for provisional licensure must be sponsored by a person who holds an appropriate license under this subtitle and with whom the provisional licensure holder will practice during the time the person holds a provisional license. The Board may waive the sponsorship requirement if the Board determines that compliance with that requirement would be a hardship to the applicant. The applicant has the burden of demonstrating hardship.
