AGENCY SUMMARY

The Department for the Blind and Vision Impaired is vested with general supervision of social services provided for the blind and vision impaired. It is either mandated or authorized to provide programs of special education, rehabilitation teaching, and vocational rehabilitation; operate library services persons who are blind, vision impaired, and disabled; operate workshops for employment of the blind; license and operate business enterprises that employ the blind; and operate the Virginia Rehabilitation Center for the Blind and Vision Impaired. It is mandated to maintain a register of the blind in the Commonwealth, and physicians and others are required to report to the department the names and addresses of persons determined to be blind. Code of Virginia, Title 51.5, Chapter 12, Article 3.

It is authorized to license and supervise the operation by blind persons of vending facilities in public and private buildings. It is mandated to license the use by public or private agencies or individuals of stamps or labels identifying articles as made by blind persons, and may adopt regulations for the administration of these provisions. Code of Virginia, Title 51.5, Chapter 12, Article 5.

It is designated as the state agency to implement federal laws providing for career and technical education and other rehabilitation services to persons who are blind and vision impaired. The department is responsible for establishing criteria for depreciation of nonexpendable equipment purchased by the department. Code of Virginia, Title 51.5, Chapter 12, Article 3. The department is also authorized to prepare and implement a state plan of vocational rehabilitation services.

The department, in cooperation with the Department of Transportation, is authorized to operate vending machines at rest areas on the interstate highways in Virginia and may adopt regulations to govern such operations. Code of Virginia, Title 51.5, Chapter 12, Article 4.

Regulations, manuals, instructions, and forms governing the various programs under the department's administration have been issued, as well as procedural regulations applicable to complaints or grievances concerning any services offered directly by the department.
