Wash. Admin. Code § 296-56-60031 - Warning at road crossing
You must have the locomotive engineer sound an audible whistle, horn or bell to give adequate warning prior to switching across any road crossing. Whenever cars are pushed with a locomotive, a signalman must be located at the crossing to give signals in conjunction with other warnings by the engineer.
