Wash. Admin. Code § 296-96-01008 - Decommissioning a conveyance
A licensed elevator mechanic working for a licensed elevator company shall decommission the conveyance according to ASME A17.1/CSA B44. If the elevator is the only one in the building and the owner/agent wants the conveyance decommissioned the owner/agent shall obtain a letter of approval from the local building official.

(1) After
decommissioning work is complete:
(a) The
elevator mechanic shall contact the department to schedule an
inspection;
(b) The department will
perform an inspection and send the results and applicable fee to the conveyance
owner;
(c) Upon inspection and
approval by the department, annual inspections will no longer be required,
until such time that the conveyance is returned to service.
(2) Prior to returning a
decommissioned conveyance to service an acceptance inspection and temporary
operating permit shall be obtained. The conveyance acceptance inspection shall
be performed to the code in effect from the date of its original installation
and/or alteration.
