1.1. Scope. --
These rules govern the billing, collection, and remission of enhanced 911
monthly fees by providers of Voice over Internet Protocol service.
1.2. Authority. -- W. Va. Code §§
7-1-3cc,
24-1-1, 24-1-7, 24-2-1, 24-2-2, 24-6-7, 24-6-8 and 24-6-11.
1.3. Filing Date. -- June 22, 2009.
1.4. Effective Date. -- August 21,
