W. Va. Code R. § 28-1-2 - Application and Enforcement
2.1.
Application. -- This procedural rule applies to the Board, to the Board's
licensees, to any person desiring to attend a Board meeting or to address the
Board, and to any person adversely affected by a decision of the
Board.
2.2. Enforcement. -- The
enforcement of this rule is vested in the Board.
