Chapter ERB 5 was created as an emergency rule effective January 1, 1996. Chapter ERB 5 was renumbered to be Chapter WEM 5 under s. 13.93(2m) (b) 1, Stats., and corrections made under s. 13.93(2m) (b) 6 and 7., Stats., Register, April, 1999, No. 520.
