049-4 Wyo. Code R. §§ 4-9 - Training
(a) The owner or
director (completed prior to license issuance) and all staff shall complete
pre-service training which shall include, but not be limited to:
(i) Safety and health of children (emergency
preparedness and disaster planning);
(ii) Fire safety (building and physical
premises safety);
(iii) Sanitation
procedures (handling and storage of hazardous materials);
(iv) First Aid (FA) and pediatric and adult
cardiopulmonary resuscitation (CPR) (including in-person skills demonstration
from a certified instructor);
(v)
Medication administration (this topic does not need to be completed if a
program does not administer medications);
(vi) Sudden Infant Death Syndrome (SIDS)
(this topic does not need to be completed if a program does not provide care to
infants);
(vii) Safe sleep
practices (this topic does not need to be completed if a program does not
provide care to infants);
(viii)
Infectious Disease Control (blood borne pathogens);
(ix) Mandatory reporting (recognition and
reporting of suspected child abuse or neglect);
(x) Shaken Baby Syndrome (this topic does not
need to be completed if a program does not provide care to infants);
(xi) Food allergies (nutrition);
and
(xii) Transportation safety
(this topic does not need to be completed if a program does not transport
children for any purpose).
(b) Within three (3) months of a person's
start date and prior to assuming responsibility for unsupervised direct care of
children, all staff shall receive the approved pre-service training, facility
staff orientation training and Wyoming Early Learning Standards (Early Learning
Guidelines and Early Learning Foundations) training (8 credits).
(i) The facility staff orientation training
shall include all staff policies, procedures, and child care licensing rules;
and
(ii) Facility staff shall sign
a statement acknowledging they have read the facility policies, procedures, and
child care licensing rules.
(c) Any training that meets the requirements
of the pre-service training completed within the 12 months prior to the staff's
start date or prior to the issuance of the initial license may be applied to
the pre-service training.
(d) All
staff shall have a Department-approved pediatric and adult CPR and FA training
and certification shall be kept current. The certification shall include
in-person skills demonstration with a certified instructor. One (1) training
credit shall be applied for each subsequent time FA and pediatric and adult CPR
are updated.
(e) Any person engaged
in child care 24 hours or more per month, providing direct care for children,
or counted in staff:child ratios shall complete a minimum of 32 training
credits, to be completed within a two (2) year period based on the licensing
date. Directors are required to meet all training requirements regardless of
the number of hours the director is engaged in direct supervision of
children.
(f) No more than 50% of
the required training credits shall be acquired from videos, books or other
written, pre-recorded materials, except when it is demonstrated that other
training options are not available.
(g) To meet the 32 training credit
requirement in the two (2) year period, a combination of the following training
shall be completed:
(i) Eight (8) core credits
of total training shall include all of the following areas:
(A) Infectious disease control (blood borne
pathogens);
(B) Fire safety
(building and physical premises safety; by the health authority (handing and
storage of hazardous materials);
(C) Sanitation approved by the health
authority (handling and storage of hazardous materials);
(D) Mandatory reporting (recognition and
reporting of suspected child abuse or neglect);
(E) Safety and health of children (emergency
preparedness and disaster planning);
(F) Sudden Infant Death Syndrome (SIDS) (this
topic does not need to be completed if a program does not provide care to
infants);
(G) Safe Sleep practice
(this topic does not need to be completed if a program does not provide care to
infants)s;
(H) Shaken Baby Syndrome
(this topic does not need to be completed if a program does not provide care to
infants); and
(I) Transportation
safety (this topic does not need to be completed if a program does not
transport children for any purpose).
(ii) Twenty-four (24) elective training
credits in the area of early learning, early childhood, and/or child
development.
(h) Proof of
completion of child care training credits shall be kept on file by the facility
and shall include documentation of training credits, transcripts or
certification of first aid and pediatric and adult CPR.
(i) Training shall be approved by the
Department before credit shall be allowed. Training sponsored by an accredited
college or university does not require Department's approval if it is related
to the care of children. Each college credit hour shall equal 15 training
credits.
(j) Any staff member who
has a professional certificate or license requiring continuing education units
(CEU's) in the area of child growth and development, may apply those units to
meet child care licensing requirements. Each CEU credit hour shall equal 15
training credits.
(k) Training for
Infant Staff:
(i) When four (4) or more
infants are present, at least one (1) staff person working directly with
infants shall have a minimum of four (4) training credits of specialized
training in the care of infants every year; and
(ii) All other staff caring for infants shall
complete a minimum of two (2) training credits, every year in specialized
infant training as part of their training requirements.
