027-3 Wyo. Code R. § 3-3 - General provisions
(a) The Department
reserves the right to use procurement software and related technology to meet
any of the requirements of this chapter, including but not limited to opening,
noting, and time stamping receipt of bids.
(b) The Department Director may delegate the
exercise of the Department's discretion to a procuring agency.
