The Cabinet of Ministers of Ukraine (“the CMU”) and the Government Commissioner for Gender Policy (“the Commissioner”) introduced this amendment to help strengthen the executive branch’s implementation of gender equality in all spheres of society. Furthermore, the Commissioner organizes the performance of the CMU's powers in ensuring equal rights and opportunities for women and men in all spheres of society. The main tasks of the Commissioner are to (i) promote at the state level the achievement of equal rights and opportunities for women and men in all spheres of society; (ii) coordinate the work of the executive branch to ensure equal rights and opportunities for women and men; (iii) monitor of the CMU's consideration of the principle of gender equality in rule-making; and (iv) cooperate and interact with civil society regarding gender equality. Furthermore, the Commissioner represents the executive branch at international meetings and forums, including the UN Commission on the Status of Women, the UN Security Council at sessions on the "Women, Peace, and Security" agenda, the Council of Europe, and the OSCE. In addition, the Commissioner participates in meetings of the CMU when it is considering issues within her competence. The Commissioner has an advisory vote, and her comments are not binding.
Кабінет Міністрів України ("КМУ") та Урядовий уповноважений з питань гендерної політики ("Уповноважений") працюють з метою сприяння посиленню виконавчої гілки влади у впровадженні гендерної рівності в усіх сферах життя суспільства. Крім того, Уповноважений організовує виконання повноважень КМУ у сфері забезпечення рівних прав та можливостей жінок і чоловіків у всіх сферах життя суспільства. Основними завданнями Уповноваженого є (i) сприяння на державному рівні забезпеченню рівних прав та можливостей жінок і чоловіків у всіх сферах життєдіяльності суспільства; (ii) координація роботи органів виконавчої влади щодо забезпечення рівних прав та можливостей жінок і чоловіків; (iii) моніторинг щодо врахування КМУ принципу гендерної рівності у нормотворчій діяльності; (iv) співпраця та взаємодія з громадянським суспільством з питань гендерної рівності. Крім того, Уповноважений представляє виконавчу владу на міжнародних зустрічах і форумах, у тому числі з Комісією ООН із статусу жінок, Радою безпеки ООН на сесіях з порядку денного “Жінки, мир, безпека”, Ради Європи, ОБСЄ тощо. Крім того, Уповноважений бере участь у засіданнях КМУ під час розгляду питань, що належать до його компетенції. Уповноважений має право дорадчого голосу - такі зауваження не є обов'язковими до виконання.
