Fla. Admin. Code Ann. R. 62-296.704 - Asphalt Concrete Plants
(1)
Applicability. The emission limitations set forth in Rule
62-296.704, F.A.C., shall apply
to any facility used to manufacture asphalt concrete by heating and drying
aggregate and mixing with asphalt cements, excluding unloading and storage of
raw materials.
(2) Emission
Limitations. No owner or operator of an asphalt concrete plant shall cause,
permit, or allow the emission of particulate matter in excess of 0.06 gr/dscf,
or visible emissions the density of which is greater than 20 percent
opacity.
(3) Test Methods and
Procedures. All emissions tests performed pursuant to the requirements of this
rule shall comply with the following requirements.
(a) The test method for visible emissions
shall be EPA Method 9, as described at 40 C.F.R. Part 60, Appendix A-4, adopted
and incorporated by reference at Rule
62-204.800, F.A.C.
(b) The test method for particulate matter
emissions shall be EPA Method 5 or EPA Method 5A, as described at 40 C.F.R.
Part 60, Appendix A-3, adopted and incorporated by reference at Rule
62-204.800, F.A.C. The minimum
sample volume shall be 30 dry standard cubic feet.
(c) Test procedures shall meet all applicable
requirements of Chapter 62-297, F.A.C.
