Sec. 4.

Priorities. The allocation program for the Indiana Airport Development Fund is intended to provide economic development throughout the state and to complete the Indiana Airport System Plan. The principles of the program will be to preserve existing landing facilities, to assist projects involving safety of aircraft operations, and to develop new and additional landing facilities in areas of greatest need.
