Sec. 2.
This section will apply to vacuum producing systems, wastewater separators, and process unit turnarounds at petroleum refining sources.
(1) Vacuum Systems: No owner
or operator of any vacuum producing systems at a petroleum refinery may cause,
allow or permit the emission of any noncondensable volatile organic compounds
from the condensers, hot wells or accumulators of the system. Lube oil units
are exempt from this requirement.
(2) Wastewater Separators: The owner or
operator of any wastewater (oil/water) separators at a petroleum refinery shall
equip all separators, forebay, and openings in covers with lids or seals such
that the lids or seals are in the closed position at all times except when in
actual use.
(3) Process Turnaround:
The owner or operator of a petroleum refinery shall notify the commissioner
thirty (30) days prior to a process unit turnaround. In addition, the owner or
operator shall minimize volatile organic compound emissions during turnaround,
by providing for:
(A) depressurization
venting of the process unit or vessel to a vapor recovery system, flare or
firebox; and
(B) no emission of
volatile organic compounds from a process unit or vessel until its internal
pressure is 136 kPa (19.7 psi) or less.
