Nev. Admin. Code § 483.550 - Definitions
For the purposes of carrying out the provisions of 23 C.F.R. Part 1327.5, section 205 of the National Driver Register Act of 1982 ( Public Law 97-364 ), as those provisions existed on October 25, 1982, and NAC 483.565:
1. "Denial" means the denial by the
Department of the issuance of an original driver's license or instruction
permit to an applicant who is not qualified to receive a license or permit
pursuant to the provisions of NAC 483.550 to NAC 483.565, inclusive.
2. "Original driver's license or instruction
permit" means:
(a) The first issuance of a
driver's license or instruction permit to an applicant in this State;
or
(b) The issuance of a driver's
license or instruction permit in this State to an applicant who held a driver's
license or instruction permit in this State, but surrendered the driver's
license or instruction permit in another state.
3. "Refusal" means the refusal of the
Department to issue a driver's license or instruction permit, other than an
original driver's license or instruction permit, to a person who is not
qualified to receive such a driver's license or permit pursuant to the
provisions of NAC 483.550 to 483.565, inclusive.
