25 Pa. Code § 88.89 - Vegetation-supporting material: soil redistribution
(a) Prior to redistribution of soil or other
vegetation-supporting material, the regraded land shall be scarified or
otherwise treated as required by the Department to eliminate slippage surfaces
and to promote root penetration.
(b) Soil and other vegetation-supporting
materials shall be redistributed in a manner that meets the following:
(1) Achieves an approximate uniform, stable
thickness consistent with the approved postmining land uses, contours and
surface water drainage system.
(2)
Prevents excess compaction of the soil and other vegetation-supporting
materials.
(3) Protects the soil
and other vegetation-supporting materials from wind and water erosion before
and after it is seeded and planted.
