67 Pa. Code § 47.3 - Manner of attachment
Every registration plate shall be securely fastened to the vehicle:
(1) So as to be clearly
visible.
(2) In a horizontal
position.
(3) At a height of not
less than 12 inches from the ground, measuring from the bottom of the
registration plate.
(4) So as to
prevent the registration plate from swinging.
